Social entrepreneur, international expert in social economy and social inclusion, trainer, and advocate for the Social Economy Law in Romania and social entrepreneurship in the Republic of Moldova. Recipient of the Ernst & Young Entrepreneur of the Year Award (2016) and recognised among the Top 100 Women in Social Enterprise in Europe (2022)..
Angela is best known as the President of the ADV Romania Group, which she has led for over 23 years. The group is considered one of the largest social economy organizations in Eastern Europe. It comprises six connected social enterprises: ADV Romania Foundation, UtilDeco, JobDirect, WISE.travel, the Social Finance Association, and AFIN IFN S.A. – the first Romanian non-banking financial institution dedicated to the social economy sector.
As a leading promoter of the social economy, she currently serves as President of the Romanian Network of Social Enterprises (RISE) and Vice President of the European Network of Work Integration Social Enterprises (ENSIE Europe). She is a member of Club Europa, a think tank of the European Commission, and is actively involved in several European networks, including Social Economy Europe, DIESES Network, D-WISE Network, EASPD and Pact for Skills. She is also part of the Sustainability Coalition, where she leads the working group on Diversity, Equal Opportunities, and Inclusion. In 2025, she was appointed Ambassador of the EU Proximity and Social Economy Platform, an initiative of the European Commission to promote and develop the social economy sector.
She is passionate about transforming practical expertise into policies and tools that foster the development of a thriving social enterprise sector in the region. Together with her team, she has developed two innovative platforms: the ADV Academy, which trains over 300 individuals annually, and the Social Enterprise Accelerator, which has supported the creation of 48 social enterprises across Romania, Moldova, and Ukraine, forming part of a European social economy cluster. Angela is also the author of several specialist publications and six legislative initiatives, some already adopted, others currently under review.
Her greatest professional fulfillment comes from creating employment opportunities for young people with disabilities and those from vulnerable groups—work that reflects her background as a social worker and her master’s degree in inclusive education for persons with disabilities. Each year, over 150 young people with disabilities and from vulnerable communities receive counseling, job placement support, and employment through ADV Romania’s social enterprises.
